Role/Privelege for Explain Plan from SQL Query on data model

One of our Reporting analyst user is getting an error that occurs when attempting to generate an Explain Plan from a SQL query on his reports.

"Error Msg = ORA-01039: insufficient privileges on underlying objects of the view

      at oracle.jdbc.driver.T4CTTIoer11.processError(T4CTTIoer11.java:531)"

Do they need BI Admin access to generate an explain plan?
