Agency submit candidate already in ORC?

Summary:

Will ORC allow an Agency to successfully submit a candidate, if that candidate already exists in ORC? We have a situation where the candidate already existed in ORC for one requisition, and the agency was allowed to submit the same candidate (same email address) to a different requisition. I thought there was a duplicate check process that should have notified the agency that the candidate already existed. (The agency referral type is 'person specific')
