Flag a candidate as Do Not Consider

We have a candidate who we we are not able to consider for employment, however this candidate has applied and creates new profiles consistently (the only identifier is phone number). Does Taleo have an option to flag this candidate so other recruiters are aware of the "do not consider" flag on this candidate?
