how to restrict user to create receipts with future date

We have a requirement that users should not be able to craete receipts with future dates. Users enter receipts manually and through spreadsheet.

Currently users are able to create receipts with future dates and receipt application date is also taking as receipt date i.e., in future

How should we restrict users to create receipts with future date or future application date?
