Cannot see all Private succesion Plans in OTBI as a Superuser

We have created a superuser role whereby all Private Succession Plans, Talent Review Meetings and Talent Pools can be accessed even though the person assigned this role has not been named as an Owner or facilitator which is working fine within the application.

We have built a report however whereby this user should be able to view how many succession plans are currently available, who is in those succession plans and at what stage. However it is only bring back results if that person is named as an owner/administrator of the plan or it is public.

Our client is requiring a report where it lists all succession plans whether they are an owner or not, is there a privlege / Security privilege which needs to be added to the superuser role that will grant them this access via OTBI, we are struggling at the moment to give them this access in reporting.
