Increase Standard Earning priority

We want to create a Standard earning element with a Shift Secondary classification. We would like this element to have a priority of 4000 or above as the calculation is based on the run results of other elements. However, the priority ceiling we have now is 3000 but Overtime, Call Back Time and other standard earning elements have 4000 priority in our current setup which I think it's an Oracle set up priority tied to those secondary classifications.
