Agency is unable to submit the job application for an existing candidate

Summary:

If candidate exists in the system and there is no job application(only profile) then agency is able to pull the canidate and submit job application.

If candidate exists in the system and there is job application then agency is unable to pull the canidate and submit job application.

Is anyone facing similar kind of issue? It was working fine ealier.

Are there any changes during 24B? Please suggest.
