How to update the Usage ID (part of person record) with a future end date after a rehire?

Issue:  after a rehire the Usage ID (part of person record) is not updated with a future enddate. Without an active Usage ID our Identity Access System cant nor provision a resource on a person record. This resource is required for getting the possibility of access to supplier contracts (done by Purchase department).

There are about 50 users with this issue and the number is growing.

Important: De “Party_usage_Code” has 3 possible values:  HR_Employee, HR_Contingent_Worker , Partner contact. These look like values we also use in other processes. When we trick the system to give an end date we might trigger these values in the wrong way. A Contigent Worker can be rehired as CWK or as HR Employee.
