Few Questions Related to Goal Plan

Can Status be disabled only for one Goal Plan, do we have expression for that

Measurement Tab to be Made Mandatory, as in this should be filled and used without the Goal Plan should not be submitted

Comments in Measurement Tab to be renamed to Success Criteria, Start Date & End Date to be removed is it feasible ?

Can there be more Unit of Measure that can be enabled
