Add button in profile option values screen is disabled

Summary:

I have created a new profile called PON_SUPP_DISCOVERY (as per Oracle guidelines to DISCOVER NEW SUPPLIERS USING GENERATIVE AI IN SOURCING).

However, when I try to assign the value Yes at site level for this newly created profile, I see that the "Create New" (+ button) is disabled. Please advise what needs to be done.
