Is supplier portal user account required to participate in Early Payment Discount Offers campaign?

We want to utilize the Early Payment Discount Offers / Dynamic discounting feature. Currently, we do not have many suppliers with supplier portal user accounts. We have heard mixed feedback on whether a supplier must have a supplier portal user account or not to participate in the discount offer campaign even though the supplier response is via email. Is a supplier portal user account required for a supplier to be included in a discount campaign and receive the discount offer email?
