when do we map different value set at structure instance than structure in KFF

Hi all,

Here is my scenario:

When do we use different value sets for the same segment which is created at Structure and Structure Instance in KFF. Any way Structure instance is mapped at LE or Enterprise then why do we need to map different value set at Structure. Kindly provide your inputs.
