How could goal plans ratings be adjusted granularly (star ratings) after manager evaluation?

adjustment of ratings - which module can do this granularly as Talent review doesn't allow for numerical ratings adjustment, only of rating description adjustment (impact of loss/ criticality etc).

Dear all,

a customer has the following requirement: performance documents has 3 goal plans sections and the evaluation of the goal plans is star based. Employee does their own self assessment then the manager (line manager/ direct manager) does the evaluation of the employee's 3 goal plans. Same thing applies for all managers within a hierarchy or parent department.

In a higher round, the next manager in line (hierarchy or parent department manager) would meet with all the managers in his team (his direct reports) and the star ratings of each employee per each goal plan might be slightly adjusted following the understanding that some managers were too strict, for example.
