What is the role or privilege that enables the individual compensation quick action?

Summary:

We want to disable the Individual Compensation quick action. We have created a custom role with almost no permissions, except for the ability to create non-workers and the ability to terminate them. Still, the Individual Compensation quick action is visible. Does anyone know how to disable this in the Job Role? See provided screenshots for more guidance.
