Area of Responsibility Approver With Organization Hierarchy Scope

We have a requirement that we believe should be achieved by creating AORs with the Organization Hierarchy defined as the scope.

Requirement: The company has 3 divisions. Each division has three or four legal employers. The company has a different person who needs to approve Requisitions/Offers for each Division.

Issue: Our proposed solution is to create an approval rule with "Representative" listed as the final approver. Here is a screenshot of the configuration:

We then created an area of responsibility for each division approver. The scope of the AOR is defined as listed in the screenshot:

We have confirmed that the hiring manager is in a legal employer that falls under this division. However, the approval rule is bypassing the AOR node all-together.
