Unable to View Categories in Manage Categories for HR Help Desk Requests

Following 24B, when go to Manage Categories for HR Help Desk Requests there is nothing displaying, but if you try to log a HRHD request, the categories do display in the dropdown. Don't believe it's security related as role access is the same in the non prod 24B pods as the 24A prod pod.
