How to pause Subscription Billing at Legal Entity, BusUnit, Customer, Subscription, Product Level

Summary:

Our business requirement is to pause Subscription Billing at various levels i.e.
Legal Entity,
Business Unit,
Customer / Account,
Customer Bill-To, Ship-To,
Subscription and
Subscription Product.

Currently, there is no option for us to achieve this and it is impacting our business processes and resulting into bad customer experience.

We already explored couple of approaches --
1) Try setting the Subscription attribute "Bill Service" to "Do not bill" -- but, system does not allow to do that via user interface
2) Try applying hold to the Subscription -- but, this option prevents us from doing other regular business operations, ex. terminations, customer name change, bill-to change, etc.
