Not able to change the deliver-to location

Summary:

a. Inv org-1 belongs to LE-1, Management BU-1 and Profit center-1 ,Inv org-2 belongs to LE-1, management bu-1 and Profit center-1.
b. Loc-1 belongs to Inv org-1, Loc-2 belongs to Inv Org-2.
c. In req Preference, we are putting Loc-1.
d. But we are not able to edit the location and select Loc-2 even though both locations belongs to same management BU.

e. All the locations belong to the common set.
