Hourglass option next to accounting string for PR's does not always show up for users

Summary:

We have taught Oracle users that they can use the blue "hourglass-like icon" located to the right of the charge account field in the billing section to verify they have the correct accounting string on the PR. We are finding that this icon is not always showing up for multiple users including myself. Is there a way to make this appear or reason it shows up intermittently?
