Application Composer cannot find custom object on Navigator

Summary:

I have created a custom object and setup custom pages for landing/create/details/search regions. and assigned page access to SCM Job Role - Product Data Steward. Sandbox is published.

The page is accessible by my user id.

Now User X with role access Product Data Steward is unable to see the Custom Object page on the Navigator.

What could the issue here?
