can we use business level -Account and Site both for two different BU respectively

we are implementing Advance collection module in Fusion cloud,

i have few scenarios which i want can it be feasible or not .

1.) In the preference we have setup business level -Account -by setting up we are achieving to send dunning on Account level , Now the ask if i have multiple Business unit can i send dunning letter based on Site level to for other business unit?

2.) can i have different strategy for different BU , means i can create different Strategy but i want this strategy would be unique per business unit and for on BU it will work at Account level and other BU it will run on site level , will it be possible
