Restrict Quick Payment and Allow only Manual Payment

Issue:

There ate no apporvals for Payments created via create payments tab. So, Business wants to restrict the users only to make manual payments from Create Payments Task (Payables > Payments > Task:Create Payment)

Workaround:
The only workaround we have found is to make the Payment Type field read only by using Page Composer. But the value defaulting from list of values is always "Quick". Is there a way by which we can default on the Payment type as "Manual".
Or is there any way we can restrict the users only for making "Manual" payments from the Create Payment Task.
