How to create a link with dynamic user ID

We have a button inside the Goals page where the manager can give feedbacks to the employee in another site. Is there a way to create a link where the user id in the link will change depending on which employee goals page the manager is in?

The current link we have (that's not working) is this one: https://clientlinkplacedhere.com/lkz_executive_ui/?user_id="&Worker!Employee_ID&"&fusionLang=de

For example:

Employee 1 ID: 12345 Employee 2 ID: 54321 Manager is inside Employee 1's Goal page. Once the manager clicks the custom button, the link should change to this: https://clientlinkplacedhere.com/lkz_executive_ui/?user_id=
