We have requirement to prevent system from creating B2B PR if no blanket agreement is created, standard functio0nality that if there is list price added on item level then system can capture price from there and create PR even there is no blanket agreement created

We need solution to keep list price on item level but prevent B2B PR creation without procurement blanket agreement
