Negative tax rate - workaround for WHT in Receivables

A client from PH is required by their Internal Tax Revenue to have the WHT recognize upon billing to customers.

I saw here that a negative tax can be a possible workaround, does anyone here tried it, if yes can somebody please guide me on how to setup?
