FYI notification to specific users purchase order aproval

Summary: Eg- Purchase Order actual approver is "C". C can take the action like Approve, Reject etc.. same time need to send the FYI notification to "D". D just need to get the FYI notification. "D" what he will do what ever action is pending approval with "C" he will remind to "C".
