Recruiting Manager - Data Role: Position Security Profile doesn't work

Hi team,
our client asks for Recruiting Manager that starts to create a Job Requisition by using a Position should be able to view only the Position "under their con of visibility".
The client manage Position System with Parent Position and other positions as "children".
These the steps I followed:
1) Create a "Recruiting Manager" job role by copying the standard job role
2) Create a Position Security Profile with these details:
- Position Hierarchy | Secure by Position Hierarchy | Top Position Selection: Use Position from all users (Include top position)
3) Create the Data Role "Recruiting Manager Data Role" with this detail:
- Position | Position Security Profile: "Position Security Profile - Hiring Manager" [Position by Position Hierarchy]
