How to create Purchase Orders for Future Budget Reserved Purchase Requisition

Requester has requested for a service for a period 4years , Qty 4, uom each

Split the Lines to 4, each with budget period of 2024, 2025, 2026 and 2027

How do we create the PO for each year, as business does not want to create for full Qty . If PO is created for full qty, there is no way to restrict receiving for the future years services
