How to make 'Manage Budgets' action not visible to managers

Hi community,

I want to ask you if it is possible to hide the 'Manage Budgets' tab to managers. In particular we would like to have this 'Manage Budget' tab visible for the CEO and the Human Resources Director but hide it for all the others.

In the budget pools configuration I activated the 'Hide From Managers' option but it is anyway visibile to managers.
