How to restrict Hiring Manager from submitting requisition without review?

Hi All,

We can see that Hiring Managers can create a new requisition based on existing requisition, however, problem with this approach is that HM can submit the requisition without going through the details, and they may not verify details before submittig it.

Can we restrict HM to go through all details first and then only be able to click on Save and Close button.
