I can send more advances to be approved even if I already have one unapplied

Summary:

I have configured a maximum of one unapplied advance, as well as a maximum of 100,000 per advance, but I can send more advances to be approved even if I already have one unapplied. It shouldn't happen like this.

As soon as the second advance reaches the manager for approval, there is a comment that says that the maximum advance payment is 1 and the maximum amount should be 100,000.

It's like the settings only notify but do not restrict.

Are there any solutions to this problem?
