Joruney not automatically assigned for rehire

Can someone help me with this query - Is there any dependency on checklist to be complete before next version can be initiated?
Scenario is: if there is a New Hire checklist and an employee doesnt complete it and gets terminated, when this employee is rehired, the new hire journey is NOT getting assigned to him automatically.
What is the ideal behavior in this case?
