Is it possible do not post journal in GL without journal line description?

We have a problem when creating manual transactions in GL and also transactions coming from other sublegders without the journal line description. Is there a setup to "lock" batches both originating in modules and manual batches so that it would not be possible to count if the line description is blank?

The ideal would be to give an error at the origin of the entry or to give an error in the accounting for entries with a blank line description.
