shipment line is stuck in staged status

We have an issue where shipment line status is staged and shipped quantity is populated and grayed out. Shipment header status is confirmed. ( These shipments are for Inventory Transfer Order )

Confirm shipment schedule process is not picking up these shipment lines. Also, Review completed Transaction page is not showing any shipment transactions for the transfer order which indicates that the On-hand quantity is still lying in staging area. We have validated and found no shipping exception or pending transaction in error. Please advise how this can be resolved.
