Unable to extend the offer through Recruiting Activity Center

Summary:

We are not able to extend the offer from RAC  getting permission issue but can extend it from requisitions under hiring. Could you please suggest.

Candidate applied for job  and created the offer and we are able to see the extend action in RAC when we click on it gives the permission error.
