Can I select manually talent ratings in Performance Management Rating Column in a workforce plan?

Hi,

Can I select manually talent ratings in the Performance Management Rating Column in a workforce plan without having the talent rating and performance review completed in the talent module.

So, the expectation is to be able as a manager in the workforce compensation plan to manually complete calibration and indicate a specific rating from the performance rating dropdown?

The current set up of my plan has the below:

1- Enable performance ratings - Yes

2- Integrate with Oracle Performance Management (correct performance documents have been linked)

3- Performance Management Rating Colum is enable and visible in the column
