Issue while loading element duration dates in payroll

Hello All,
I am trying to update the final close date using assigned payroll and element duration dat files. Assigned payroll file is loaded successfully, but element duration load throws the below error:
During entity object validation, a null or invalid value was encountered in the TaxUnitId attribute on the DIRReportCardDEO entity object.
You must enter a valid ORGANIZATION_ID for the TaxUnitId attribute on the DIRReportCardDEO entity object. Valid values must exist in the TaxReportingUnitPVO view object.
Could anyone of you please help me with this?
