Unable to use two conditions used in the sourcing rule.

Summary:

We are facing the issue, whenever we add the item in the sales order system always picks drop-ship order instead of standard sales order.
We have sourcing rule - GOP-Buy-Huhtamaki B.V.(Stargate)-SCP. In this we have two conditions
1. Transfer From - XYZ (Organization) - This is Rank-1 (100% Allocation)
2. Buy From - ABC (Supplier) - This is Rank -2 (100% Allocation)

But, when we create SO system always picks 2nd sourcing rule.

I already created SR for this and at that time Oracle executive suggested that if we remove the condition 2 then Standard Sales Order can be created. I did that and it worked. But business need both conditions and as per my understanding we can have two conditions in one sourcing rule.
