how to disconnect between first stage and second stage approval

dear all,

how to disconnect between the rule from the first stage and the rule from the second stage? If I have a rule from the first stage that does not require a second stage but at the same time I have a rule from the first stage thatt require a second stage how to make the rule that dosent not work with second stage to work fine without a second stage that is putted in green flag that is working?
