integrating address fields

In Oracle Sales, the Country field that is selected on a Contact record determines whether State, Province or Prefecture are displayed for the user. Depending on the country that is selected, we will provide a list for the user to select the State, Province or Prefecture. However, Eloqua doesn't appear to have the same functionality and when Eloqua syncs data to Sales, invalid data is sometimes synced. How does Eloqua support the Sales State, Province, Prefecture lists via the integration?
