Return to previous phse not working for offer phase?

Hi All

We created an offer and it went for approval, however, approval got stuck and we terminated the workflow.

Now problem is there is no ooption available to redraft the offer or create new offer, we cant even push candidate to previous phase.

What are other options availble to overcome from this problem.
