No Valid Combinations when entering first journal entry on system

Summary:

Chart of accounts configured and accounting flexfield showing correctly on Ledger Options screen. However new journal entry shows 'No Valid Combinations' for accounting flexfield on the journal line. I can see all my COA values in inquiry screen so the issue appears limited to the journal entry form. What am I missing?
