IEX_DELINQUENCIES_ALL Missing Timestamp value

Summary:

In Oracle Fusion SaaS, the Delinquency Row creation/update by USER, displays the timestamp on CREATION_DATE/LAST_UPDATE_DATE fields in IEX_DELINQUENCIES_ALL table, as shown below -

2024-04-05T19:58:32.001+00:00

2024-04-07T00:34:29.000+00:00

But when entries are inserted/updated by SYSTEM/APPLICATION(common userid), the timestamp on mentioned columns were missing as shown below.

2024-04-05T00:00:00.000+00:00

2024-04-07T00:00:00.000+00:00

Please help whether it's the intended behavior or any fix available to apply timestamp when rows were inserted/updated by system.
