Unable to see Service Request icon on Homepage or Navigator after enabling Service offering

Summary:

I have enabled Service Offering. On the homepage or Navigator the Service Request icon is not visible. The structure page shows the EL expression as shown in the screenshot. The profile ORA_SVC_ENABLE_CLASSIC_SR_UI however is not editable.
