Hiring Manager Field to be blank

I have created a rule logic to Default Hiring Manger field blank while Creating a Requisition but Rule is not Working. Is there any possible way to Blank the Hiring Manager Field.

And i have created a rule logic to default the Recruiter field, i can able to default hard coded recruiter . Is there any way to autopopulate the Login User to autopopulate in the Recruiter Field.
