Line Manager to complete HireRight I9 Section 2 Onboarding as Employee instead of Pending Worker

Summary:

Would like to confirm if we have 1 checklist and both tasks I9 section 1 and 2. Can we make section 2 only available when the new hire is converted from pending worker to an employee? We are testing this integration and it does work the way it is supposed to once pending worker completes section 1, section 2 immediately triggers to Line Manager, but we want to make sure the New Hire is an active Employee before Section 2 is completed.

Our Checklist is setup in Journeys as "Before Day 1" and we have both the I9 Tasks for Section 1 and Section 2. The problem is the new hire start date is on 07/30, but was triggered the Pending worker Journey "Before Day 1" on 06/30. They would get this checklist assigned to complete Section 1. After they complete the Section 1 Task in HireRight, then it allow the manager to complete Section 2.
