Access issue for AP Inquiry and AP Specialist roles for different Business unit

Summary:

A user has AP Specialist role with access for BU1 and AP inquiry role with access to BU2.
User still gets full access for BU2 even if he has only AP inquiry role for BU2.

If I assigned AP inquiry role with BU2 access only and removed the AP specialist role, it is working as expected.

Requirement is that same user should have full access to BU1 (create invoice, Manage invoices) and only inquiry access to BU2 (to inquire historical data)
