Access issue for GL Inquiry and Accountant roles for different Ledgers

Summary:

A user has General accountant role with access for Ledger1 and GL inquiry role with access to Ledger2.
User still gets full access for Ledger2 even if he has only GL inquiry role for Ledger2.
If I assigned GL inquiry role with Ledger2 access only and removed the General accountant role, it is working as expected.
Requirement is that same user should have full access to Ledger1 (create journals, Manage journals) and only inquiry access to Ledger2 (to inquire historical data)
