Constant Prompt to Re-login via SSO

Ever since our EPBCS migration to OCI last October, we keep getting prompted to re-login via SSO every time we close out of Smart View or web UI, without signing out. We select "Don't show this again" / "Remember my choice" on the sign in page every time but this doesn't solve the issue. Before the migration, we were prompted to login through SSO once and we would be good for the next 30 days or so. Our IT team suspects we aren't using the proper IDP initiated URL when SSO is triggered, and that we need a different URL
