I cannot login to my Oracle Cloud account

I got an email said "There are no Oracle Cloud accounts associated with the e-mail address", but if I register Oracle Cloud with this email, the system shows it is registered.

I have had an Oracle Cloud account for about 7 years. In October 2023, I changed my password, and recorded the new password on my papery notebook. But I couldn’t login to the account now. Below is what I tried :
A. Login to Oracle Cloud from
A1: The system feedback: Invalid username or password.
A2. Try the “Forgot Password” in the above page, the system send a password reset notification to the “recovery email”. But I had not set a recovery email. So, I could not get a reset link.
